MEP cost estimation and cost planning, from concept to tender.
HVAC, electrical, public health and fire protection estimates for Gulf projects, built as NRM1 elemental cost plans and reconciled at every design stage.
Know what the building services will cost before the design locks in.
Building services are one of the largest and least predictable parts of a project budget. Early MEP estimates are often a single rate per square metre, which hides the real cost drivers until tenders come back over budget.
Quantus builds MEP cost estimates as NRM1 elemental cost plans, so every system is visible, every assumption is stated and the numbers can be tracked as the design develops. The estimates draw on hands-on experience across data centres, towers, hotels, malls, master plans and cultural buildings in the UAE, Saudi Arabia and the wider Middle East.
What the cost planning service includes
Concept & feasibility estimates
Early MEP allowances by system, benchmarked against comparable Gulf project types.
NRM1 elemental cost plans
Cost plans structured to NRM1 at Level 1 and Level 2, tracked and reconciled through each design stage.
Pre-tender estimates
Detailed estimates measured from developed design to set a reliable budget before tender.
Option appraisal
Alternative systems compared on capital cost, for example cooling strategies or distribution options.
Lifecycle costing
Whole-life comparison of capital, maintenance and replacement costs to support design decisions.
Basis of estimate
A clear statement of scope, assumptions, exclusions and risk allowances issued with every estimate.
Why clients use it
Every system visible
Mechanical, electrical, public health, fire and ELV costs broken out, not hidden in one rate.
Reconciled stage by stage
Movements between design stages explained, so cost changes never arrive unannounced.
Gulf project experience
11+ years with tier-one Middle East consultancies across data centres, residential towers, hospitality and leisure.
Checked before issue
Every estimate passes a two-stage Level 1 / Level 2 review before it reaches you.

At which design stage can you start?
From concept onwards. Early estimates use benchmarks and stated assumptions, and become measured estimates as drawings develop.
What is an NRM1 elemental cost plan?
NRM1 is the RICS standard for order-of-cost estimates and cost plans. It breaks the cost into elements such as heating, ventilation and electrical installations, so changes can be tracked consistently through design.
Can you compare different MEP system options?
Yes. Option appraisals compare alternative systems on capital cost and, where useful, on whole-life cost.
How is the fee calculated?
Fixed fees in USD or NZD based on the project size and stage. Fee proposals are usually issued within five working days.
